Shredding the Constitution

It's not just an executive privilege.
The hoary old document is pretty clear on the point - the capital doesn't get a representative. If it did, the nation's capital already would have a voting seat in the House.
There would be no reason to throw Republicans a bone in the form of a new vote for Utah in hopes of buying off the opposition. The majority party could simply steamroll the vote.
It's telling that that hasn't happened.
