Coloradans to vote on opting out of health law

A measure designed to opt Colorado out of the federal health care legislation will appear on this year’s ballot as Amendment 63.

The measure has been dubbed the Right to Health Care Choice by the Independence Institute, the free-market think tank that got it onto the ballot. The measure is designed to exempt Colorado from the mandates under the new federal health care reform measure passed by Congress earlier this year.

The issue committee created by the think tank, Health Care Choice for Colorado, submitted 135,029 signatures on its petition to get the measure onto the Nov. 2 ballot. The Secretary of State’s Office on Thursday certified 99,592 were from valid registered voters, much more than the 76,000 needed to get it on the ballot.

The issue committee accepted a $55,000, in-kind donation from a Colorado Springs marketing firm, Kennedy Enterprises, which paid to have the petitions circulated, according to campaign-finance reports filed with the secretary of state.

The group’s other largest contributor is the Golden-based institute, which gave it $30,000. Overall, the committee has about $44,000 in the bank.

A second issue committee, Coloradans for Health Reform, also was formed to oppose the measure. It has raised about $3,500 to fight it.
