Airport board finds just two reviews for Tippetts

Oversight over Grand Junction Regional Airport Director Rex Tippetts by the airport’s board since the start of his employment appears to be thin, according to results of a Colorado Open Records Act request for all written, yearly evaluations.

In the six years Tippetts has served as airport manager, Airport Authority members could produce only two documented, yearly evaluations:

■ An evaluation from June 2007 to June 2008 shows Tippetts receiving all top marks in work areas.

■ An evaluation dated Jan. 18, 2011, showed Tippetts received top marks on most job functions. However, he received the lowest mark for a question about his relationship with tenants.

Tippetts said he believed there had been more evaluations over the years, but he doesn’t keep his own personnel file and didn’t know where the documents were.

Tippetts said he insisted at the time of his hiring to have an evaluation after six months on the job. Minutes from a June 20, 2006, meeting indicate board members entered into executive session to discuss the review. After exiting the session, all voted yes to approve a new salary and a car-allowance package for Tippetts.

“I wanted to have that review,” Tippetts said. “I wanted to show them I was worth it.”

Tippetts was hired with an annual salary range of between $123,000 and $132,000. His pay now is at the top of the range.

Tippetts acknowledged administrative airport staff have not received a raise in two years, even though the airport is operating on a larger budget than before he was hired. The airport is working from a 2012 capital budget of nearly $10.2 million, with about $6.6 million of that in expected federal grants and matching state grants.
