1,006 homes proposed near Glenwood, Carbondale

A developer has submitted a formal proposal for a project that would result in 1,006 homes and about 2,100 residents between Glenwood Springs and Carbondale.

Related WestPac’s proposal also includes 300 affordable-housing units.

In a nonbinding sketch plan considered by the Garfield County planning commission in May, the developers had proposed building 10 percent deed-restricted affordable housing. They say in their new proposal they increased that percentage based on comments received then.

The project, initially called Cattle Creek Crossing but now being referred to as Cattle Creek Colorado, would be built on portions of a 288-acre parcel west of Colorado Highway 82 at Cattle Creek.

The number of homes is a slight increase from the 979 proposed in the sketch plan.

It also would include 30,000 square feet of retail, a recreation center and a 12-acre elementary school site.

The project has triggered debate over the appropriateness of building essentially an entirely new community between Glenwood Springs and Carbondale.

However, some see it as helping meet the need for more work force housing.

Earlier this year, county commissioners decided to apply a suburban rather than urban zoning designation to the property.

But that doesn’t prevent the developers from seeking approval for a higher-density project.

Related WestPac also is the developer of Snowmass Village’s Base Village project.

It recently was forced to cut 25 percent of its staff there and delay some construction because of difficulty obtaining financing with the global lending crisis.

That crisis is contributing to a real estate market slowdown even in Garfield County.

However, prices remain high locally, and the project’s developers are projecting their market-rate housing would cost $517,000 to $850,000, and affordable units would range from $291,500 to $382,200.

The project would include single-family homes, town homes and condominiums.

The 300 affordable units would include 150 rental units going for $800 to $1,600 per month.

Project developers could not be reached for comment Thursday.

In its submittal to the county, Related WestPac said, “This is a singular opportunity to provide needed housing alternatives in the region while simultaneously introducing innovative approaches to transportation and sustainability.”

The developers propose: providing walkable access to convenience stores, dining and other amenities; designing the project to support potential Roaring Fork Transportation Authority bus hubs; and installing permeable pavement, vegetated floodplains and other means of protecting wetlands.

Developers say the project would result in a $1.6 million net fiscal benefit to the county by 2022.
