Child porn alleged in high-tech arrest in Grand Junction

Authorities built a case against a Grand Junction man for allegedly downloading child pornography by using a software program tracking movement of the illegal material between peer-to-peer file sharing networks, according to an arrest warrant affidavit.

Kevin ElBakri, 55, was advised Tuesday on one count of sexual exploitation of children and released from the Mesa County Jail later that afternoon on a $75,000 personal-recognizance bond. District Attorney Pete Hautzinger offered no objection to the personal-recognizance bond, citing ElBakri’s lack of criminal history and medical concerns. Attorney Bill Richardson said ElBakri had five pre-existing doctor appointments for internal bleeding issues.

County Court Judge Craig Henderson ordered no contact with children under age 18, including ElBakri’s grandchildren.

The affidavit in ElBakri’s case accuses him of crimes between May 24, 2012, and Oct. 17, 2012.

A Grand Junction detective on May 21, 2012, launched a software program, E-Phex, which does automated browsing of individual IP addresses involved in file sharing, the affidavit said. The E-Phex program checks a list of IP addresses suspected of downloading child porn. The list is provided to police by the Internet Crimes Against Children Taskforce.

“E-Phex is able to localize the IP addresses to a region, and Detective (Julie) Stogsdill set the region as the Grand Junction area,” the affidavit said.

Three days after the software program was launched, Grand Junction police started getting hits allegedly linked to a home computer used by ElBakri, according to the affidavit.

An analysis of a computer, which was identified by ElBakri as his, turned up 166 images of suspected child pornography, the affidavit said. The E-Phex program had flagged files with names such as “Russian Dad and Extremely Young Blond Daughter,” among others.

ElBakri told investigators his grandchildren have access to his computer.
