No back-alley deal

Grand Junction’s alley improvement program has helped property owners in many parts of the city upgrade the alleys behind their homes and businesses from little more than dirt roads to paved passageways.

The program helps the community aesthetically, and it aids the city, since paved alleys offer better access for trash trucks and emergency vehicles.

But it’s easy to understand the logic of Councilman Gregg Palmer. At a time when the city is cutting wages and asking some employees to take early retirement and facing potential cuts in other services, city financial participation in the alley improvement program should be put on hold, he said.

Even so, the City Council voted 5-2 Monday evening to move forward with an alley improvement project between 11th and 12th streets near North Avenue. The project will cost the city roughly $48,000.

Councilman Bill Pitts voted with Palmer on the issue. Councilman Tom Kenyon voted for the alley project, but said it was the last alley improvement project he will support until the city’s financial condition improves.

We can’t fault the council members who voted for the project. It aids businesses and their employees who perform the work, and it amounts to a relatively inexpensive investment in city infrastructure that will pay dividends in the future.
