Judge Rappaprt is right on when ruling to hold the Colorado Legilature accountable for mandating programs to school districts without funding! The lawsuit has nothing to do with how other government programs are funded including transportation and prisons! The bottom line is un-informed legislators should not be able to mandate programs to schools without funding them period! Drop the ridiculous mandates for schools and lawmakers need not worry about other state programs not having enough funds!
