The Colorado Secretary of State’s Elections Division in moving forward with an investigation to determine whether city officials violated campaign finance laws during the campaign to pass a public-safety ballot measure in April 2019.

The division did an initial review of a complaint filed by Grand Junction resident Dennis Simpson alleging that city officials unlawfully lobbied for and handed out improper materials related to ballot Measure 2B, which raised city sales taxes to fund additions at police, fire and emergency services agencies and found sufficient evidence to warrant additional investigation, according to a notice sent to Simpson.

The division will continue its investigation over the next month before determining whether to file a complaint with a hearing officer.

The original complaint named City Manager Greg Caton, Councilor Phyllis Norris and Councilor Duke Wortmann, and centered on a Feb. 4 luncheon hosted by the Mesa County Republican Women.
